Teachers’ Trade Union of Serbia is dissatisfied because the amendments to five laws covering education were introduced without the union being informed about it. In the letter to the Minister of Education, Branko Ružić, President of this Trade Union, Valentina Ilić explained the union was not even asked for an opinion.
The union believes it is impermissible to propose amendments to the legislation in education, which directly affect workers’ position, without a public debate and trade union participation. As the letter points out, what is the most worrying is the amendment to the Article 31 of the Law on Elementary Education which says that joint lessons for the students from the fifth to the eighth grade are also possible.
However, the union thinks that mixing students of different age, educational plans and programs will lower the quality of education; disable elementary education from accomplishing its primary goal and cause a huge number of redundancies.
Teachers’ Trade Union asks Minister Ružić to withdraw amendments from the parliamentary procedure until the unions have had a chance to express their opinion. Line ministry is criticized for not conducting social dialogue because it is obvious there is no will to solve key problems, which are getting bigger by the day, through negotiations with the union.
